Behavioral Health Inpatient Programs
The inpatient programs of the UHS Binghamton Mental Health Services provide a therapeutic environment with assessment and treatment by a multi-disciplinary team of nurses, social workers, rehabilitation therapists, mental health technicians, psychologists, and psychiatrists. Treatment is coordinated by an attending psychiatrist. One-on-one counseling is augmented by therapeutic groups and activities. The units offer admission and treatment services 24 hours a day, seven days a week.
The needs of patients are addressed in each of the four environments (living, learning, working and social/leisure). The scope of services is driven by patients’ verbalized readiness and need.
Behavioral Health support services are provided directly by the hospital or through referral contacts as clinically necessary and appropriate. A full array of medical support services within the UHSH health care system is available and utilized by patients when appropriate. Contacts with involved community providers and significant others are encouraged at time of admission and throughout the discharge planning process.
Outpatient Mental Health
The Outpatient Mental Health Clinic is specially designed to meet the emotional and psychological needs of adults (18 and older) with mental health concerns or issues.

Services we offer
The following services are provided by the Outpatient Mental Health Clinic:
- Concise mental health screening
- Complete mental health assessment
- Psychiatric mental health assessment
- Medication management for psychiatric disorders
- Group therapy -- life skills groups, behavior therapy groups, anxiety & depression groups, anger management groups (both women's and men's)
- Individual psychotherapy
- HIV Mental Health Program -- offering education, support, individual therapy and group therapy in conjunction with UHS Binghamton Family Care Center services
- Access to latest information and education
UHS strives to meet the needs of the community. More groups may be offered as needs progress and change.
We also provide referrals to other community-based services that can be of help to you.
Your mental health team
When you come to us for care and support, your mental health team may include any of the following:
- A master's-prepared social worker who can assist you with your overall mental health and support needs
- A registered nurse offering education and administration of medication
What you can expect
Your first appointment will be scheduled with a social worker and will take about an hour and a half. During this appointment, a mental health assessment will be completed.

If you don't have insurance, please let us know at the time of your appointment. We will then be able to refer you to a staff member who can help you apply for insurance or make special payment arrangements.

The Outpatient Mental Health Clinic is conveniently located on the South Side of Binghamton in the Summit Building, Lower Level, Suite G80, 33 Mitchell Avenue, directly across the street from UHS Binghamton General Hospital.
CPEP: Comprehensive Psychiatric Emergency Program
Located in Binghamton, NY, you can call CPEP any time of the day or night for professional and confidential psychiatric advice. The 24-hour crisis service is staffed by highly-trained psychiatric nurses, social workers and paraprofessionals under the direction of a medical director/psychiatrist. All calls are free and confidential.
A place you can turn to
CPEP has a professional, friendly and caring staff to assist any person, adult or child, in crisis. You can come to CPEP any time, day or night, and we can help to begin the healing/helping process. All visits and services are strictly confidential. CPEP mental health services are located next to the Emergency Department at UHS Binghamton General Hospital. There is a charge for CPEP services. These Binghamton psychiatric services are covered by most major insurance plans.
We can come to you
If you find yourself in an emotional crisis, but are unable to arrange transportation to CPEP, or if your concerns do not require acute care, our mobile team may be able to help. This team can provide mental health evaluation/ assessment, intervention services, interim service visits and referrals to appropriate community resources. Permission of the individual is necessary to provide mobile services to adults, and parent/guardian permission is needed for children and adolescents. The mobile service can occur in someone’s home, at a community agency, or in schools within Broome County.
Help for children and youths
Children growing up in today’s changing society face social, school and family pressures of increasing complexity. Many children and teenagers have trouble coping with these pressures. Some become angry and rebellious, while others withdraw. Don’t let the problem get out of control. Get help; the earlier the better. CPEP has child and youth specialists who can help.

Referrals to CPEP
A physician’s referral is not necessary to use the service. We welcome referrals from:
- Individuals, family and friends
- Community agencies
- Law enforcement
- Nursing homes
- Shelters
- Employers
- Physicians in-hospital and physician offices
- Emergency departments
CPEP is a collaborative effort of Broome County Mental Health Services, UHS Hospitals and the Binghamton Psychiatric Center, made possible through funding from the New York State Office of Mental Health.

CPEP Home Services
H elping through
O utreach and
M ental health for the
E lderly
The HOME Program provides mental health services for elderly persons who are unable or unwilling to leave their homes for assessment or treatment. Any Broome County resident age 60 or older can receive the services. Consultation with a mental health professional, in-¬home mental health assessment and/or short-¬term counseling can be provided. Referrals to other community services are made as needed. There is no charge for the mental health services provided by the HOME Program.
Some types of problems seen by the team are: depression, isolation, confusion, unusual behavior, anxiety and hallucinations. Self-referrals are accepted, as well as referrals from family caregivers, physicians or other professionals. If appropriate, a home visit will be scheduled, usually within a week.
Emergency or dangerous situations that need immediate attention are not appropriate for the HOME Program. In these cases, call CPEP at 762.2302 or the police. The HOME Program is supported by the New York State Department of Mental Health Community Reinvestment Funds.
